The property will undergo a substantial conversion of existing office space into a 175-room AC Hotel by Marriott, featuring three floors of commerical space and eleven floors of hotel accommodations. The hotel will be owned and operated by Holladay Properties, with Dora Hospitality serving as the hotel’s management partner.

Originally completed in 1929, Circle Tower has long been one of downtown Indianapolis’ most recognizable landmarks, prominently overlooking the iconic Soldiers and Sailors Monument. The redevelopment will preserve the building’s historic character while introducing AC Hotels’ signature European-inspired modern design.

The hotel will include a state-of-the-art fitness center, an eleventh-floor outdoor terrace, and food and beverage offerings in the AC Lounge® and AC Kitchen. The mixed-use development will also maintain and enhance approximately 34,000 square feet of retail, restaurant, and entertainment space at the base of the tower, including tenants such as Rocket Fizz, Potbelly’s Command Coffee, Giorgio’s Pizza, and more.

The new hotel is expected to accommodate the expanding business and leisure travel needs of the rapidly growing Fishers suburb, the 4^th largest city in the state of Indiana.

Fishers, IN – April 2 2025 – Dora Hospitality LLC, through a partnership with N Meridian Hospitality, LLC, closed on the 145-room Staybridge Suites Fishers IN in April of 2023.  Located at 9780 Crosspoint Blvd, Staybridge Suites Fishers IN will operate as an IHG franchise, managed by Dora Hospitality LLC of Fishers Indiana.

“We continue to focus on adding quality hotels to our Indianapolis portfolio, and we are thrilled we were able to add this amazing hotel in our backyard.  This acquisition brings us up to 4 hotels for Dora Hospitality in Fishers with a 5^th soon to be under construction, the AC by Marriott at the Yard District,” said Vincent Dora, President of Dora Hospitality. “We weren’t necessarily looking to acquire a hotel this year but when we learned that this Staybridge was for sale, we had to take advantage of the tremendous opportunity it provided to us.”

The Fishers-based hotel developer and manager and Indianapolis-based American Structurepoint filed plans to build a five-story, 127-room hotel on 1.13 acres at 12164 N. Meridian St.

The location is directly north of the Ritz Charles hospitality venue at 12156 N. Meridian St., between Illinois Street and North Frontage Road on the west side of U.S. 31.

Vince Dora, president of Dora Hospitality Group, told IBJ that plans for the hotel remain in the approval process, but he does not anticipate any issues in moving forward with construction.

He hopes to break ground on the approximately 75,000-square-foot hotel next summer and open in the fall of 2024.

Plans for the hotel will be discussed Dec. 21 at the Carmel Technical Advisory Committee meeting. The project is also scheduled to be on the Carmel Plan Commission’s agenda on Jan. 17, 2023, according to city documents.

Dora Hospitality Group and Carmel-based developer Lauth Group previously partnered in 2018 with a plan to redevelop the four-acre site with a Tru by Hilton hotel, a three-story office building and a parking garage.

Those plans later fell through, but Indianapolis-based Cornerstone Cos. Inc. constructed the three-story, 40,000-square-foot Carmel Medical Arts Pavilion that is open and operational on the site at 12174 N. Meridian St.

Dora said the hotel developers no longer have plans for a parking garage.

In 2018, Dora Hospitality Group received a development standards variance from Carmel’s Board of Zoning Appeals to scrap conference space required by the site’s zoning district from their plans.

Hotels built along the corridor typically are required to be full-service hotels and include 40 square feet of conference space for every guest room.

Hilton introduced the affordable Tru brand in 2016 to compete against Comfort Inn and La Quinta.

Hilton operates six Tru hotels in Indiana, including at 601 Russell Ave. in Indianapolis near Lucas Oil Stadium and at 5660 Lawrence Village Parkway in Lawrence. The other four Tru by Hilton hotels are in northern Indiana, in Auburn, Elkhart, Fort Wayne and Warsaw.

The proposed five-story hotel – the first Tempo by Hilton in Indiana – will feature 150 rooms designed for the “modern achiever” with all the benefits and efficiencies of a limited service hotel paired with inspired lifestyle amenities. Developers pitching a hotel project on South Meridian Street across from Shapiro’s Delicatessen have expanded their plans to propose a mixed-use development that now includes apartments and rooftop dining.

The amended pitch will comebefore the Regional Center Hearing Examiner on May 12. 

Developer Russ Louderback, founder of The Louderback Group LLC, said several factors led to the project changes.

“We looked at the site; inflation; higher interest rates and the cost of land and decided to make the best use of land and reduce the cost per unit,” Louderback said in a statement. “We feel that the brand we selected is the very best product for hotels overall and needed in this area. The site was able to accommodate more than an extended stay hotel which led us to add a multifamily component and the rooftop experience.”

Initially, the petitioners behind the project — including well-known restaurateur Brian Shapiro — pitched a six-story hotel at the site located on land the Shapiro family owns near Lucas Oil Stadium.

According to documents filed with the city, the site had previously received Regional Center Approval for a proposed hotel and demolition of a one-story commercial building. Shapiro and Dora Hospitality announced plans to build a hotel at the site in 2019, initially aiming to place the EVEN Hotel, an boutique hotel and wellness brand from International Hotels Group, at the site.

Under the updated proposal, the planned hotel will now carry the Residence Inn by Marriott flag, an extended stay brand with 135 rooms. 

The new plans include the addition of another floor on the building. Louderback said the first five floorswill be dedicated for hotel use and the top two floors are apartments that will double as furnished Airbnbs. 

“COVID was not a friend to the hotel industry,” said Louderback, who previously worked for Merrillville-based White Lodging, owner of the JW Marriott Hotel in downtown Indianapolis.

Multifamily has been growing in popularity, he said, adding, “banks like mixed-use a little better since COVID began.”

Though the hotel industry is making a comeback from the pandemic, Louderback said lenders still want to see a period of growth, making it a bit too early for the singular hotel development. 

As for the apartments, there will be 65 units, consisting mostly of studios with some one and two-bedroom units. 

The developers negotiated the flag with Marriott which approved the hotel’s design, according to Louderback. The developmers wanted to create a new design that would have amore urban feel and attract extended stay, transient and Airbnb customers. The project site is near Eli Lilly & Co, the Indiana Convention Center and Lucas Oil Stadium. 

The property lies in an Opportunity Zone, a designation created by the Tax Cuts and Jobs Act of 2017 that allows for certain investments in low-income areas for tax advantages. 

Vincent Dora of Fishers-based Dora Hospitality will be operating the project. 

“The mixed-use development of hotel, apartments and rooftop will draw people into the neighborhood and will help spur further development in the area which will further enhance the entire south side of downtown,” Dora said in a statement. 

A barista would be stationed in the hotel lobby to welcome guests. At the top of the hotel, diners will find outdoor and indoor dining at Sally’s Rooftop, accessible by a separate elevator. Plans include fire pits outside, a roof enclosure in the event of inclement weather and live music. 

Louderback said the restaurant, which will be open to the public, will have a seating capacity of 140. 

According to documents filed with the city, other amenities include a fitness facility, a meeting room and laundry facilities. An outdoor courtyard for hotel guests and a separate amenity yard for apartment residents would be located north of the building.

The current plans require a variance of development standards and a rezoning of the eastern portion of the site to permit the apartments.

The variance petition was granted on April 19. The rezoning petition was given preliminary approval by the Hearing Examiner on April 28. Final approval of the rezoning petition is anticipated in June 2022.

If the project is fully approved, construction is tentatively expected to start in the third quarter of this year, with the property opening in the first half of 2024. David Rausch & Associates is the architecture firm associated with the project.
